The Government of Liberia, through a Memorandum of Understanding signed by the National Port Authority, the World Bank and the UN Mission in Liberia, have established the principal that:

  1. The rehabilitation of the Port of Monrovia is crucial to the development of the economy of Liberia, and
  2. The best way to achieve this is though a form of privatisation or commercial management of the ports.

Zumax, in conjunction with IDG Maritime Limited, was invited to Liberia to explore and propose a privatisation / commercialisation package for the Port of Monrovia and, if feasible, the smaller ports of Harper and Greenville and the uncommitted berths in Buchanan. 

Liberia’s ports suffered serious neglect and damage during the two civil wars which devastated the country and its economy between the late 1980s and 2003.  A programme of rehabilitation is urgently required.

A multi-disciplinary project team was formed for an exploratory visit, which took place in February / March 2008.  The team included two directors of IDG Maritime, and representatives from Coastal and Reclamation Services Limited (CARES) and Nectar Group Limited, respectively marine civil and hydrological engineers and port cargo handling experts.

The project aims to establish a port management consortium to operate long-term concessions for the rehabilitation and management of one or more of Liberia’s ports, and to help its export programme for iron ore, timber, rubber, palm oil and other commodities to get under way again with minimum delay.

At the conclusion of the visit, the President, the Hon. Ellen Johnson Sirleaf, held a private meeting with IDG Maritime at her offices in Monrovia.  They discussed the project for the ports and its likely impact on the Liberian economy, and the country’s urgent need for overseas assistance to help its economy regain its strength.  The President is very anxious to see Liberia’s ports resuming their critical role in the regeneration of the economy, and offered the full cooperation of her office to ensure the success of the project.
