MAINTAINING PROGRESS TOWARDS EARLY AGREEMENT
18th October 2008

Zumax attended a series of meeting in Tirana this week aimed at maintaining progress towards early agreement of concession formalities. The meetings were with: Earnest Noka Deputy Minister of Transport, and the Prime Minister Sali Berisha and economic advisor Susanne  Guxholli. Zumax was assured that the decision would be taken in the coming week by the Council of Ministers, and that the project would maintain its fast-track status, with the objective of a 2009 start on site.

Port Finance & Investments 2008 International Conference

At the Port Finance & Investments 2008 International Conference held on 29 & 30 September 2008 at The Grand Hotel, Amsterdam, The Netherlands: Zumax A G presented the case for the development for the Port of Vlore in Albania.

The conference was well attended but lacked some the banking delegates who had been expected to attend. The news of the Belgian-Dutch Fortis Bank difficulties, and its partial nationalisation, broke the day the conference started.

Zumax A G presented a robust case for the Vlore Deepwater Contailer Terminal and Free Zone citing three factors which made the project attractive under current market conditions. They all fall under the heading location:

- Geographical: a large natural deep harbour in the Central Mediterranean, which is only a short distance from the main east-west shipping routes, and the best gateway  location for access to the Balkan states and via future road and rail links to the Black Sea.

- Proximity to Vlore: a large centre of population with a good and under-utilised labour force.

- Albania lies beyond the European Union: but within Europe proper, outside of the legislative strictures of Brussels, while also an invitee to join NATO.

The latter factor gave rise to some lively discussion from a group of delegates operating, and engaged with, under performing free zone which fall within the influence of the EU.

The recent softening of the EU position on the Turkish Free Zones, was also discussed and seen as a natural reaction to market forces in this sphere of interest.
